The Future of Development Cooperation Coalition set out its case in a paper titled “Driving Change: Purposes and Principles for Effective Development Cooperation”. It argues that the countries aid is meant to help should set the agenda, and that external partners should stop loading them with fragmented funding streams and duplicate reporting demands.
